Older varieties of yellow roses like Aalsmeer Gold have smaller heads ( most of the new yellows are large headed) but also open fast and do not have a long vase life. Have you thought about yellow Spray Roses like Limonchello or Lemon Vision?
May even give you more bang for your buck ......

Safari is another yellow sweetheart/smaller head rose. Spray roses would be the best though.
